Request for Proposal: Technical Assessments for RISE PA Grant Program

Catalyst Connection | Deadline: Rolling Submissions (Jan. 20, 2025 – Sept. 30, 2028)

Catalyst Connection is inviting qualified firms or individuals to submit proposals to conduct Technical Assessments for small and medium manufacturers (SMMs) across Pennsylvania. These assessments will support industrial decarbonization efforts under the Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) initiative, a $396 million grant program funded by the U.S. Environmental Protection Agency (EPA) through the Inflation Reduction Act.

About RISE PA

RISE PA targets the industrial sector—Pennsylvania’s largest source of greenhouse gas (GHG) emissions—accounting for over 30% of the state’s total emissions. The program offers funding for decarbonization projects aimed at reducing GHG and co-pollutant emissions in industrial operations.

Scope of Work

Catalyst Connection is seeking external support to:

  • Conduct 1 to 32 Technical Assessments annually (2025–2029) for industrial SMMs located throughout Pennsylvania.
  • Prepare a Technical Assessment Report for each assessment, meeting all requirements outlined in PennTAP’s RISE PA SAT Program Guidance, specifically:
    • Appendix E
    • Section 5.2.2.1 – Technical Assessment Report
    • Section 7.6 – Measurement, Monitoring, and Verification (MMV)

Each report must be completed by a Qualified Assessor, as defined in Appendix E.

Proposal Requirements

All proposals must include:

  • A detailed technical approach that demonstrates how all RISE PA SAT Program Guidance criteria will be met.
  • A firm, fixed price per Technical Assessment.
  • The number of assessments proposed annually (between 1–32).
  • Any geographic limitations for proposed work within Pennsylvania.
  • A narrative of the organization’s experience and expertise conducting energy or emissions assessments.
  • Names and qualifications of all proposed Assessor(s).
  • Signed statements certifying that the proposer is not suspended or debarred by:
    • The Commonwealth of Pennsylvania
    • Any governmental authority
    • The Federal Government
  • A completed Catalyst Connection Third-Party Application
  • Format: MS Word, PDF, or another suitable format

Proposals will be accepted on a rolling basis from January 20, 2025, through September 30, 2028.
