Reducing Industrial Sector Emissions in Pennsylvania (RISE PA)

What is RISE PA?

RISE PA is a $396 million statewide industrial decarbonization grant program funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants.

The purpose of this program is to offer grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions.

RISE PA is focused on reducing emissions from Pennsylvania’s industrial sector, which is the highest-emitting sector statewide and accounts for just over 30% of Pennsylvania’s total GHG emissions.

For SAT projects with a total cost up to $1 million, RISE PA funds 50% of the cost.  This includes materials, labor, equipment, delivery, software, construction, installation, retrofitting, tools, and contractual work directly related to the project.

 

SAT projects require an assessment by a qualified Assessor. Catalyst Connection will provide assessments at no cost to the company.

Request for Proposal: Technical Assessments for RISE PA Grant Program

Catalyst Connection is inviting qualified firms or individuals to submit proposals to conduct Technical Assessments for small and medium manufacturers (SMMs) across Pennsylvania. These assessments will support industrial decarbonization efforts under the $396 million RISE PA initiative.

How RISE PA Works

RISE PA will provide grants to industrial facilities—including small, medium, and large-scale manufacturers—for projects that:

  • Electrify industrial operations by replacing fossil fuel-powered equipment with electric alternatives
  • Improve energy efficiency and optimize manufacturing processes
  • Switch to low-carbon fuels such as hydrogen and biofuels
  • Install on-site renewable energy like solar and wind power
  • Implement carbon capture and storage solutions
  • Reduce fugitive emissions from natural gas systems, oil infrastructure, and coal mining

By leveraging this historic funding opportunity, businesses can reduce energy costs, modernize operations, and contribute to a cleaner future for Pennsylvania.

Catalyst Connection’s Role in RISE PA

Catalyst Connection is working to help small and mid-sized manufacturers (SMMs) access RISE PA funding and implement projects that reduce emissions while improving efficiency. Our role includes:

  • Education, Outreach & Technical Assistance – Helping SMMs understand RISE PA eligibility, funding opportunities, and application processes.
  • Assessments to Apply for Funding – Providing no charge Assessments, a prerequisite for SAT application, to identify opportunities for emissions reduction and efficiency improvements, ensuring manufacturers are well-positioned to apply for RISE PA funding.
